'Cliff': Boehner, White House chide each other

WASHINGTON (AP) ? House Speaker John Boehner met with Treasury Secretary Tim Geithner on Thursday and accused Democrats afterward of failing to outline specific cuts to avert the "fiscal cliff" that threatens to send the economy into recession.

The White House and other Democrats said the Republicans were the ones holding things up.

"No substantive progress has been made between the White House and the House" in the past two weeks, Boehner, R-Ohio, told reporters after the private meeting with Geithner at the Capitol.

"I was hopeful we'd see a specific plan for cutting spending, and we sought to find out today what the president really is willing to do," Boehner said.

Top Senate Republican Mitch McConnell of Kentucky also offered a pessimistic take following his separate meeting with Geithner.

"To date, the administration has remained focused on raising taxes and attending campaign-style events, with no specific plans to protect Medicare and Social Security or reduce our national debt in a meaningful way," McConnell said in a statement. "And today, they took a step backward, moving away from consensus and significantly closer to the cliff."

At the White House, Obama spokesman Jay Carney took a confrontational tone at his daily briefing, saying Republicans must accept the reality that tax rates for the top 2 percent of income earners are going to go up, as President Barack Obama has demanded.

"This should not be news to anyone on Capitol Hill," Carney said. "It is certainly not news to anyone in America who was not in a coma during the campaign season."

"There can be no deal without rates on top earners going up," he declared.

To Boehner's criticism that Obama has not detailed a cost-cutting plan, Carney held up a copy of the president's plan from September 2011, noting that it was available online and on Capitol Hill. He said, "I believe they have electricity and Internet connections."

Senate Democrats insisted that it's up to Republicans to offer a specific roster of spending cuts.

"Republicans know where we stand," said Senate Majority Leader Harry Reid of Nevada. "We're still waiting for a serious offer from Republicans."

Reid said there is strong public support for Obama's proposal to extend all expiring tax cuts except for those that apply to incomes over $200,000 for individuals and $250,000 for couples ? legislation that Boehner and other Republicans say would harm the economy rather than help it.

The private meetings and public statements marked an acceleration in the pace of bargaining, if not in movement toward an agreement on an issue that leaders of both parties say they want to resolve.

The speaker has said that Republicans are willing to endorse higher tax revenues as part of a deal to prevent across-the-board tax increases and spending cuts scheduled to take effect at year's end, but only if the agreement includes savings taken from Medicare and other government benefit programs.

Boehner spoke by phone with Obama Wednesday night, and said his remarks Thursday were the result of that conversation, as well as the session with Geithner.

Carney said Obama's telephone call with Boehner lasted 28 minutes. He characterized it "frank and direct" and a good conversation.

Obama is insisting that tax rates go up on family income exceeding $250,000; Boehner is adamant that any new tax revenues come from overhauling the tax code, clearing out tax breaks and lowering rates for all.

The White House has been dismissive of Republicans suggestions that they can raise enough tax revenue by limiting deductions, saying that alone would not generate the amount of money Obama wants in revenue.

A White House document being shared with congressional officials and Obama allies says that placing a $25,000 limit on deductions would generate about $650 billion over 10 years if phased in gradually, and only $450 billion if charitable deductions were excluded from the limit, as some have suggested. Obama is aiming for $1 trillion in budget savings by letting estate taxes and the rates for the top 2 percent of earners rise to Clinton-era levels.

The document, obtained by The Associated Press, states that achieving revenue gains by limiting deductions rather than by letting rates rise for the wealthy "would inevitably force any tax reform designed to further reduce the deficit to raise taxes on middle class families simply to preserve lower rates for the most fortunate."

Republicans are also demanding significant cuts to entitlement programs like Medicare, such as an increase in the eligibility age for the program from 65 to perhaps 67.

As for the "fiscal cliff," across-the-board cuts to the Pentagon and domestic programs set to strike the economy in January along with the expiration of Bush-era tax cuts on income, investments, married couples and families with children. That combination of tax increases and spending cuts would wring more than half a trillion dollars from the economy in the first nine months of next year, according to the Congressional Budget Office.

No one anticipates a stalemate lasting that long, but many experts worry that even allowing the spending cuts and tax increases for a relatively brief period could rattle financial markets.

From their public statements, Obama and Boehner appear at an impasse over raising the two top tax rates from 33 percent and 35 percent to 36 percent and 39.6 percent. Democrats seem confident that Boehner ultimately will have to crumble, but Obama has a lot at stake as well, including a clear agenda for priorities like an overhaul of the nation's immigration laws.

WASHINGTON (AP) ? Reflecting a war-weary nation, the Senate voted overwhelmingly Thursday for an accelerated withdrawal of U.S. forces from Afghanistan after more than a decade of fighting.

The strong bipartisan vote of 62-33 sends a clear message to President Barack Obama and the military as they engage in high-stakes talks about the pace of drawing down the 66,000 U.S. troops there, with a White House announcement expected within weeks.

Although the vote was on a nonbinding amendment to a defense policy bill, its significance could not be discounted amid the current discussions.

Thirteen Republicans, including Sen. Richard Lugar of Indiana, the top GOP lawmaker on the Senate Foreign Relations Committee, backed the measure.

Sen. Jeff Merkley, D-Ore., its chief sponsor, argued that al-Qaida is stronger in other parts of the world and that nation-building in Afghanistan has gone off track. His measure endorsed Obama's timetable to withdraw all combat troops by the end of 2014 but pressed for a quicker pace, without specifying how that would be achieved.

"It is time to end this war, end the longest war in United States history," Merkley said during Senate debate.

Defense Secretary Leon Panetta said Thursday the U.S. will need to keep troops in Afghanistan even after the combat mission ends in 2014 because al-Qaida is still present in the country and is trying to strengthen its influence.

He would not say how many American troops he thinks will be needed to conduct that mission, nor did he mention a time period.

"The goal here is an enduring presence therefore that will direct itself toward three important missions. One is obviously counterterrorism to insure that we continue to go after whatever al-Qaida targets remain in Afghanistan," Panetta told reporters at a Pentagon news conference.

He added that the United States also will have to train and assist the Afghan forces while providing support.

The overall defense bill authorizes $631 billion for weapons, ships, aircraft and a 1.7 percent pay raise for military personnel. The White House threatened to veto the legislation in its current form, citing limits on the president's authority in handling detainees at the U.S. military facility at Guantanamo Bay, Cuba, and restrictions on cuts to the Air National Guard and Air Force Reserve.

The Senate hopes to wrap up its version of the bill by week's end. It then would have to be reconciled with the legislation the House passed in May. The House bill calls for Obama to maintain a force of at least 68,000 troops through the end of 2014.

The Senate eliminated one provision that had attracted White House objections. In a strong bipartisan vote Wednesday, the Senate voted to allow Pentagon investment in alternative fuels.

Chinese AIDS patients fight hospital rejections

BEIJING (AP) ? Wang Pinghe wants the tumor in his liver removed before it becomes life-threatening. But the 28-year-old Chinese villager knows it will be hard to find a hospital that will do the operation ? because he has AIDS.

In China, hospitals routinely reject people with HIV for surgery out of fear of exposure to the virus or harm to their reputations. After years of denying AIDS was a problem in China, the country has significantly improved care for patients, but the lingering stigma sets back those advances.

"In my hometown, not a single hospital is willing to operate on people infected with HIV," said Wang, who traveled to Beijing from Runan county in the central province of Henan to try to draw the attention of central authorities to the issue by speaking to the foreign media.

"This is not discrimination by one single person but by an entire country," he told The Associated Press.

The stigma against people with HIV runs especially deep in China, from being unofficially barred from government jobs to being expelled from school.

Now, as more people rail against the myriad inequalities that plague Chinese society, people with HIV are becoming increasingly willing to assert their right to fair treatment.

One man recently claimed the spotlight by altering his medical records to hide his HIV-positive condition so he could get surgery for lung cancer. The man, who went by the pseudonym Xiaofeng, told state media he had been turned away by two hospitals.

His story sparked a firestorm of criticism directed at both the hospitals for rejecting him and the patient for exposing medical staff to risks they were not aware of.

"Xiaofeng was smart. When he felt that his life was in danger, he found a way to save himself," said Li Hu, a Tianjin-based activist who helped Xiaofeng and later publicized the case online. "But this way isn't good for anyone, be it the patient or medical workers. Now the question is: Can we find a way that is favorable for everyone?"

The incoming premier, Li Keqiang, was prompted to issue a statement saying that health facilities must not discriminate against people with HIV. During a meeting Monday with a dozen activist groups, he said such discrimination would be severely punished, according to Li Hu.

The disease is a sensitive issue for Li Keqiang, who was governor of Henan province in 1998 when tens of thousands of people contracted HIV from state-sponsored blood-buying rings with unhygienic practices. Activists have urged Li to acknowledge the government's responsibility for the disaster and provide compensation, with little success.

China has made significant strides in tackling the epidemic, with the AIDS mortality rate falling 64 percent from 2002 to last year. The government last year increased HIV treatment by 50 percent ? reaching three-quarters of the adults and children who require it, according UNAIDS.

An estimated 780,000 people have HIV in China. There has been an increasing trend of cases transmitted through sex rather than intravenously, with sex workers and gay men considered most at risk, said Guy Taylor, a communications officer for UNAIDS.

About 70,000 new cases were reported in the first 10 months of this year, largely through sexual transmission, as compared with about 93,000 for all of last year, the Health Ministry announced this week at a news conference ahead of World AIDS Day on Saturday.

With improved access to lifesaving drugs, people with HIV in China are living longer, which means more are seeking treatment for other ailments.

Chinese law bars medical facilities from refusing to treat people with HIV, but activists say discrimination continues because the law spells out no serious punishments. Many patients cannot afford the time and expense of taking hospitals to court.

In interviews with patients, their spouses and activists, The Associated Press found a half-dozen cases of people with HIV being turned away by doctors as soon as they declared their HIV-positive status or it turned up in routine pre-operation tests.

In Henan province, a county hospital refused to operate on wheat farmer Zhu Weidong's 45-year-old wife, who had cervical cancer. Zhu, who spoke on condition that his wife remain anonymous, said he had to take her to the provincial capital. Including travel and other expenses, the procedure cost 40,000 yuan ($6,500) ? a third more than at a local facility ? which Zhu had to borrow from relatives and friends.

Similarly, a 31-year-old civil servant in the central city of Chongqing said his doctor recommended a liver biopsy after he reported severe lower back pain, but declined to carry it out once he tested positive for the virus. The man ? who would only give his nickname, Xiaobai, out of concern he might lose his job ? said it was a year later when he finally was able to get a biopsy in Shanghai, and it showed he had lost half his liver function.

"I can't help but wonder if I could have found out a year ago and saved more of my liver," he said. "I worry about what I would do if one day I needed dialysis. What if I need a liver transplant?"

The China Alliance of People Living with HIV/AIDS, a Beijing-based network, said that a survey last year found dozens of patients being turned away by facilities throughout the country ? in some cases even leading to deaths.

"I feel that if a doctor refuses to treat a patient who is HIV positive, it is a crime akin to murder," said the group's coordinator, Meng Lin, who recounted being denied a CT scan by a Beijing doctor in September, after he told him he had AIDS.

Dr. Wu Zunyou, who leads the government's HIV/AIDS center, said he believes attitudes will change. He said Chinese health workers report about 700 cases of accidental contact with the every year and none have resulted in infections. He welcomed the public debate the Tianjin case triggered.

"The debate causes medical workers to think about the issue and health facilities to improve their management, so there should be fewer chances for such things to happen in the future," Wu said.

Elmo actor Kevin Clash resigns amid sex allegation

Kevin Clash, the actor who created the voice and persona of Elmo on Sesame Street, resigned from the children's show today in the wake of a new allegation that he had a sexual relationship with an underage boy.

A federal lawsuit was filed this morning in New York, said Jeff Herman, the attorney for the second accuser, who he identified as Cecil Singleton. It was not yet known how much money Singleton sought in the suit.

It was the second accusation of underage sex made public in the past two weeks against Clash. The first accuser, an unidentified 23-year-old man, later recanted his claim.

Herman said Singleton chose to speak out now in order to "spare the lives of others like him and to begin his own healing process."

"According to our lawsuit, Kevin Clash preyed on vulnerable teenage boys, like Cecil Singleton, to satisfy his depraved sexual interests," Herman said.

Singleton, now in his 30s, claimed he met Clash in a gay chat line in the early 1990s and had his first sexual encounter with him when he was 15 years old, according to details of the complaint posted on Herman's website.

During those alleged phone interactions, Clash allegedly "persuaded, induced, coerced or enticed" the teenager to meet him for sexual encounters, gaining his trust by taking him to fancy dinners and giving him money.

Clash did not acknowledge the new allegation, but said he was resigning due to "personal matters."

"Personal matters have diverted attention away from the important work Sesame Street is doing and I cannot allow it to go on any longer. I am deeply sorry to be leaving and am looking forward to resolving these personal matters privately," he said in a statement.

Sesame Workshop, the nonprofit organization behind the popular children's show, said it was a "sad day for Sesame Street."

"Unfortunately, the controversy surrounding Kevin's personal life has become a distraction that none of us wants, and he has concluded that he can no longer be effective in his job and has resigned from Sesame Street," Sesame Workshop said in a statement.

Clash previously acknowledged he had a relationship with the first accuser, calling it "a personal and private matter" between "two consenting adults."

The allegation, which was later recanted, was first brought to the attention of Sesame Workshop by the accuser, though it was not made public until earlier this month.

Sesame Workshop said it took the allegation "very seriously" and had taken "immediate action," but after an investigation, which included interviews with Clash and his accuser, found the claims to be "unsubstantiated."

One day after the allegations were made public, the unidentified man recanted the allegation.

"He wants it to be known that his sexual relationship with Mr. Clash was an adult consensual relationship," said a statement issued by the unidentified man's representative, Andreozzi & Associates. "He will have no further comment on the matter."

Clash, who is divorced and has one daughter, began using a falsetto voice in 1984 to bring life to the furry red monster. This year, Clash took home his 21st Emmy and the fourth in a row for "best performer in a children's series" as Elmo.

Clash spoke to ABC News "Nightline" last year about his passion for puppets while promoting the documentary "Being Elmo."

"I have Peter Pan syndrome, we call it," Clash said.

After learning how to sew around age 9 or 10, Clash ended up making 80 puppets. At first he was teased for his passion, but the taunts faded after he became more and more famous, he said.

"'You sleep with your puppets, you play with dolls,' you know," Clash said of being teased as a kid. "Then I did my first local television show and everybody thought 'that's cool,' so that went away."

Need to filter water? Fight infection? Just open package, mix polymers

ScienceDaily (Nov. 19, 2012) ? Working in the lab for the last few years, three generations of University of Akron polymer scientists say their mutual and passionate curiosity about science has led to their discovery of a first-of-its-kind, easily adaptable biocompatible polymer structure able to fight infection, filter water and perform a host of other functions.

Darrell Reneker, 82, distinguished professor of polymer science; Matthew Becker, 37, associate professor of polymer science; and Jukuan Zheng, a 25-year-old graduate student, developed what they call a one-size-fits-all polymer system that can be fabricated and then specialized to perform healing functions ranging from fighting infection to wound healing. The research, "Post-Assembly Derivatization of Electrospun Nanofibers via Strain-Promoted Azide Alkyne Cycloaddition," is published in the Journal of the American Chemical Society.

Material can be adapted to the need

The researchers devised a way to attach bioactive molecules to an electrospun polymer fiber mat, without compromising their biological functions. The possibilities for application should pique interest among developers and clinicians, say the scientists. Consider, for instance, Teflon-based vascular grafts used for aneurysm surgery since WWII being replaced by a strong, durable polymer structure with surface proteins that function as healthy blood vessels.

"We can design a blood vessel that can be put in different places and coated with different materials -- specific for the heart, specific for vascular, specific for the brain," Becker says.

Through the development, scientists for the first time place small molecules such as peptides, proteins, drugs and carbohydrates, which normally influence how cells behave, and attach therapeutic concentrations of chosen bioactive substances to the surfaces of an implant, after it has been fabricated. The bioactive efficacy and biocompatibility of the base surface then enables it to be implanted into the human body and perform healing functions that can save lives.

Process efficient and effective

"There have been many types of polymers used in biomaterials, but the challenge with that has been, every time you make a new product it requires a new process," Becker explains. "This chemistry will be very useful in that you can manufacture many different implant products that contain the same kind of sites for attachment and put any of a wide variety of bioactive substances on the same kind of attachment site."

An unlimited number of biologic molecule types can be attached to the surface of a fibrous system, from antibiotics to fracture-healing vitamins.

"Imagine an emergency combat medic carrying around a box of bulky bandages to provide exactly the needed function from a larger number of possible needs," Reneker says. "This system provides choice without bulk."

Jukuan adds that he envisions the multifunctional development transitioning into an easy-to-use formula.

"This material will make life easier," he says. "People will just open a package, mix two ingredients and it will be ready to use."

Experts in leadership and disaster response interviewed by The Associated Press gave all three chief executives high marks for their performance so far in Superstorm Sandy, a disaster that left more than 100 people dead and presented perhaps the biggest crisis-management test yet for three Northeastern politicians who have all been rumored to hold presidential ambitions.

"Throughout the country, what the American people seek is a kind of authenticity in their public leaders, and these three guys have demonstrated that authenticity throughout this crisis," said Syracuse University political science professor Robert McClure.

Most of those interviewed said Christie stood out for being the most outspoken and ahead of the curve, whether he was ordering gas rationing nearly a week before anyone else, putting his?GOP?credentials on the line to praise the Obama administration's response or using a televised briefing to comfort children with a simple: "Don't be scared."

He got so much attention that he even poked a bit of fun at himself with a cameo over the weekend on "Saturday Night Live," where he appeared in the familiar blue fleece jacket that he has worn while touring the state following the storm.

All three men took firm command before Sandy arrived. Cuomo closed New York City's subways and tunnels hours before there was a threat of flooding and strategically "pre-positioned resources" days before, a move the federal transportation secretary later praised. Christie struck a get-tough note in ordering people to clear out along the coast, barking, "Don't be stupid" on Twitter. Bloomberg calmly ordered an evacuation of the city's low-lying areas.

And their leadership continued after the storm had passed.

Douglas Brinkley, a Rice University historian who wrote an award-winning book on 2005's Hurricane Katrina and has also written about Presidents Ronald Reagan, Jimmy Carter, Theodore Roosevelt and Gerald Ford, said the first rule in a disaster is to rush rescue and relief to the victims to keep the death toll down.

"While Sandy has been tragic, with the amount of rescues that have taken place and the amount of life-saving that has gone down, it has helped keep the death toll not commensurate to the damage," he said. "In Hurricane Katrina, you lost 2,000 people. And a lot of them died because nobody got to them for a week."

Not everything went perfectly. Many of Sandy's victims have complained that the power outages went on for too long, that the gas station lines were infuriating, and that temporary housing against November's cold seemed to be an afterthought.

At times, the crisis threw all three men off balance: Bloomberg reversed himself in the face of a huge backlash and canceled the New York City Marathon, Christie picked a fight with the Atlantic City mayor for sending people to city shelters instead of evacuating them, and Cuomo's attacks on utilities thudded when he took on the Long Island Power Authority, a state utility over which he has some control.

In an interview with CBC News, Chinese Ambassador to Canada Zhang Junsai had firm words for anyone accusing his country's firms of foreign espionage.

Beijing's representative in Ottawa says Chinese firms are not involved in foreign espionage and he challenges anyone who says otherwise to produce evidence or keep quiet, in a rare interview airing Saturday on CBC Radio's The House.

Zhang Junsai, China's ambassador to Canada, tells host Evan Solomon, "I can assure you that our companies working in other countries are strictly doing business according to the local laws."

"If you really have the evidence, come [out] with it. If not... shut up," Zhang says in no uncertain terms.

The Chinese ambassador's comments come on the heels of a scathing report released by a U.S. intelligence committee last month, warning of the security risks associated with doing business with two of China's leading telecommunications firms, Huawei and ZTE.

The ambassador said "even the United States could not give out evidence."

However, as CBC's Greg Weston reported days after the report was made public, that same U.S. intelligence committee has turned over to the FBI evidence of possible bribery and corruption by Huawei, one of the largest telecom companies in the world.

In an interview with CBC News after the U.S. report was released, the chairman of the committee, House Representative Mike Rogers, warned that Canada's national security was equally at risk.

Zhang said the "so-called security concerns" are "so far, groundless."

China's ambassador blamed the allegations of espionage against Chinese firms on "a Cold War mentality."

CNOOC's bid for Nexen
But a controversial bid by a Chinese state-owned company has raised concerns about growing Chinese investment in Canada's natural resources.

And while the federal government is reviewing a $15-billion proposed takeover by China National Offshore Oil Corp. of Calgary's Nexen Inc. under the Investment Canada Act, the Chinese ambassador told Solomon there's nothing to fear.

"We're here not to grab your resources. We're here to participate," Zhang said, pointing to the fact that no oil or gas has been shipped from Canada to China yet.

The Chinese ambassador said Canada was "one of the best destination" for Chinese companies to invest partly because of our "transparent policies."

Official Opposition Leader Tom Mulcair has come out swinging against the deal, saying his New Democrats do not believe it's in Canada's best interest.

Members of the Conservative caucus are also said to be grappling with the bid, as are a majority of Canadians, who recent surveys suggest are uncomfortable with a major domestic oil company being sold to a Chinese government enterprise.

The federal government, however, is apparently facing pressure from industry to approve the bid in exchange for further reciprocity from China.

The review period has been extended to Dec. 10.

Investment treaty with China
The Conservatives have also come under heavy scrutiny from opposition parties and critics who have sounded the alarm over an investment treaty Prime Minister Stephen Harper recently signed with China, saying Canada will come out on the losing end of the deal.

Zhang brushed off the concerns, saying that China has signed similar investment treaties with more than a hundred countries and describing it as an "international standard agreement."

The treaty, formally known as a Foreign Investment Promotion and Protection Agreement, could have been ratified via a cabinet decree as early as 21 sitting days after it was tabled in Parliament on Sept. 26. But so far there's no indication on the federal government's website of orders-in-council that it has come into law.

Zhang said building "mutual trust" between the two countries is a priority, adding that the economic and trading relations between the two countries are "very important."

This week, Chinese Vice-President Xi Jinping succeeded outgoing President Hu Jintao as the country's new leader, assuming the top posts in the Communist Party.

Zhang said political reform is "high" on the government and party's agenda.

Israel attacks Hamas media operations in Gaza

GAZA CITY, Gaza Strip (AP) ? The Israeli military widened its range of targets in the Gaza Strip on Sunday to include the media operations of the Palestinian territory's Hamas rulers, sending its aircraft to attack two buildings used by both Hamas and foreign media outlets.

The Israeli military also appeared to take over the frequencies of the radio stations of Hamas and the Islamic Jihad militant group to broadcast a recorded, Arabic-language warning to the people of Gaza to stay away from Hamas installations and personnel.

"To the people of Gaza, Hamas is playing with fire and gambling with your fate," said the message, which was broadcast every five minutes. "The Israel Defense Force is moving toward the second phase of its operation. For your safety, you should stay away from Hamas infrastructure and personnel."

The message did not say what the "second phase" was, but thousands of Israeli troops are massed near the Gaza border, awaiting an order to invade should Israeli leaders decide on that course. Israeli Vice Premier Moshe Yaalon told Army Radio on Sunday that Israel has to be prepared to widen the operation if militants don't back down.

The military spokesman's office said it could not immediately confirm it was broadcasting this message, but said it has issued similar warnings over the radio several days ago.

The attack on the second media center shattered a lull in rocket attacks from Gaza that had taken hold the previous night and coincided with Egyptian-led efforts to negotiate an end to the five-day-old confrontation.

Bassem Madhoun, an employee of Dubai TV, said two missiles hit the 15th floor of the building where Hamas' Al-Aqsa TV studio is located. Rescue workers evacuated several people who had been wounded.

Building windows were blown out and glass shards and debris were scattered on the street below. Some of the journalists who had been inside the building at the time were taking cover in the entrance hallway.

Mohammed Shrafi, a Palestinian cameraman, said he was in the street filming when he was hit by shrapnel coming down from the building.

Asked why Israel was targeting media centers, he replied, "they want to keep us from telling the truth."

Meanwhile, Gaza health official Ashraf al-Kidra reported that the Palestinian death toll from the operation had risen to 49 after a civilian died of wounds sustained in an Israeli airstrike. Earlier Sunday, he said two Gaza teen-agers were killed when another building was hit.

Three Israeli civilians have also been killed since the confrontation began Wednesday.

Israel is reluctant to let up without signs a truce would hold.

Overnight, aircraft targeted dozens of underground rocket launchers, and a major Hamas training base and command center, the military said. It said it also attacked a communications antenna.

Israeli gunboats also fired on militant sites on the Gaza shore line, the military said in a statement, without elaborating.

China Cyber-Espionage Threatens U.S., Advisory Group Warns

SAN FRANCISCO - In its 2012 report, the U.S.-China Economic and Security Review Commission urges Congress to fully investigate China's cyber-espionage campaigns. Congress needs to take action to deflect the growing threat of Chinese cyber-espionage against the U.S., a U.S. commission recommends in a new report, CNET News.Com reported. Released today, the 500-page annual report to Congress by the U.S.-China Economic and Security Review Commission details various security issues concerning China. But the commission expressed particular fear over the country's ongoing cyberwarfare efforts. Calling China the "most threatening actor in cyberspace," the report found that in 2012, Chinese state-sponsored hackers continued to target computers systems run by the U.S. government and military as well those maintained in the private sector. Most of those campaigns used basic "hacking" techniques, but some showed a new level of sophistication. And even those employing basic tactics proved to be effective. "Hackers in China have waged aggressive cyber espionage campaigns targeting a wide range of U.S. and international military, government, commercial, and other nongovernmental organizations," the report said. "These hackers seek to compromise targets ranging from smart phones to deployed military platforms, such as naval ships at sea." The report also pointed a finger at various Chinese military departments as sources of cyberwarfare. One specific department of China's People's Liberation Army was singled out as potentially responsible for attacks against computer networks. China's intelligence and security services were also mentioned for their likely role in cyber espionage. Nations targeted by China's cyberattacks respond by building up their own cyber skills, which the report said may "yield destabilizing consequences." What can and should the U.S. do to deal with this growing threat? The commission urged congressional committees to review China's cyber-espionage and to produce an unclassified report of findings. Further, the group wants Congress to require the Department of Defense to explain its procurement procedures. The goal here is ensure that the DOD doesn't allow the purchase of any overseas-made equipment that could harbor secret cyber-vulnerabilities. China, naturally, wasn't too happy with the report's findings, if comments by Chinese Foreign Ministry spokesman Hong Lei cited by Reuters are anything to go by. Hong told reporters in Beijing that "the relevant commission has not let go of its Cold War mentality. We hope the relevant commission can discard its prejudice, respect facts, and cease its interference in China's internal politics and making of statements that are harmful to China-U.S. relations." He added that "regarding Internet security, we have repeatedly pointed out that China resolutely opposes Internet attacks and has established relevant laws." The House Intelligence Committee recently released its own report, warning of a potential threat posed by Chinese telecommunications equipment makers Huawei and ZTE. The report urged U.S. companies not to buy equipment from either vendor, expressing concerns over their relationships with the Chinese government. Both Huawei and ZTE denounced the report. Established in 2000, the U.S.-China Economic and Security Review Commission analyzes security issues posed by U.S. trade relations with China. The commission produces a full report to Congress each year.

Meteorites reveal warm water existed on Mars

ScienceDaily (Nov. 15, 2012) ? Hydrothermal fractures around Martian impact craters may have been a habitable environment for microbial life.

New research by the University of Leicester and The Open University into evidence of water on Mars, sufficiently warm enough to support life, has been published this week in the journal Earth and Planetary Science Letters.

The study determined that water temperatures on the Red Planet ranged from 50?C to 150?C. Microbes on Earth can live in similar waters, for example in the volcanic thermal springs at Yellowstone Park, the scientists behind the research point out.

The research is based on detailed scrutiny of Mars meteorites on Earth using powerful microscopes in the University of Leicester Department of Physics and Astronomy. This was followed-up by computer modeling work at The Open University.

Dr John Bridges, Reader in Planetary Science in the University of Leicester Space Research Centre and Lead Author, said: "Rovers on Mars -- the Mars Exploration rovers Spirit and Opportunity, and the Mars Science Laboratory rover Curiosity -- are studying rocks to find out about the geologic history of the Red Planet. Some of the most interesting questions are what we can find out about water, how much there was and what temperature it might have had.

"While the orbiters and rovers are studying the minerals on Mars, we also have meteorites from Mars here on Earth. They come in three different groups, the shergottites, the nakhlites and the chassignites. Of most interest for the question of water on Mars are the nakhlites, because this group of Martian meteorites contains small veins, which are filled with minerals formed by the action of water near the surface of Mars."

Dr. Bridges and his group studied those alteration minerals in great detail. Altogether eight nakhlite Martian meteorites are known, and all have small but significant differences between them and in their alteration minerals.

Lafayette is one of them; and the most complete succession of newly formed minerals can be found in its veins. Careful investigations of the minerals with an electron microscope and a transmission electron microscope have revealed that the first newly formed mineral to grow along the walls of the vein was iron carbonate. The carbonate would have been formed by CO2-rich water around 150?C. When the water cooled to 50?C, it would have formed the clay minerals, which were then followed by an amorphous phase that has the same composition as the clay.

Microbes use the reactions during mineral formation to gain energy and elements essential for their survival.

Dr Bridges added: "The mineralogical details we see tell us that there had been high carbon dioxide pressure in the veins to form the carbonates. Conditions then changed to less carbon dioxide in the fluid and clay minerals formed. We have a good understanding of the conditions minerals form in but to get to the details, chemical models are needed."

Dr Susanne Schwenzer, Postdoctoral Research Associate in the Department of Physical Sciences at The Open University who previously studied Martian meteorite compositions, said: "Until John's study was finished, I used the findings from orbiters around Mars, and modelled each of the new minerals individually. Those orbiters have found clays on the surface of Mars, but the spatial resolution is very different from the detailed study achieved in the nakhlites. Before we had the detailed study of the nakhlite meteorites, we did not know that carbonates are forming first, followed by the clays. Therefore I was very excited to see the details of the new mineralogical study."

By combining data from both universities, researchers were able to predict water conditions on Mars. Initially, the water was around 150?C and contained a lot of CO2, forming the carbonates, then cooled to about 50?C, thus forming the clays.

"The driving force heating the water might have been an impact into the Martian surface." Dr. Bridges explains. "And you only have to look at a map of Mars to see how numerous those are on the Martian surface," Dr. Schwenzer adds.

Let's face it: airport food and beverage is overpriced and normally not that interesting (or even seemingly edible). Wine is no exception, with some wine bars and restaurants in terminals commanding a price for a glass of wine that is dangerously close to the bottle cost in a retailer.

But with winter and holiday travels hovering, and many airport jaunts forthcoming as a result, we thought we'd put our heads together and narrow down the eight best places to sit down, relax, and sip a glass of wine...good wine...in an airport. In other words, if you have to lay over somewhere, these are the eight airports to do it.

Minneapolis-St. Paul International Airport (MSP)

As an offshoot of Surdyk's Liquor and Cheese Shop in the Twin Cities, Surdyk's Flights is its airport sibling. You can find it in The Mall area of the airport, just past security. While there are certainly wine flights (a total of 12: from "A Taste of Spain" to "Brilliant Bordeaux," $10-$24) you can also fill your tummy with decadent cuisine that's a departure from the fast-casual, run-of-the-mill food most vendors offer. Try pot of chicken-liver mousse with cognac or the Mineapple panini (Applegate Farms hormone- and antibiotic-free roast turkey, brie, apples, and lingonberry sauce). A wine pairing is noted for each food item on the menu.

Insider's Tip: So you're just off a long flight from Paris or Tokyo. Who cares if its breakfast time in Minnesota? Breakfast eats here include the Huevos Wrap (scrambled eggs with salsa and Widmer's Cheese Cellars' cheddar), which would pair well with a glass of Malbec wine.

California Vintages

Palm Springs International Airport (PSC)

Since it opened three years ago, California Vintages?just past security?has been a fresh alternative to the airport-dining scene. For one, you can grab a seat in an outdoor courtyard setting that is pretty much unheard of for an airport. Ten different wines are poured by the glass; 80 percent are California wines, with a few from other climates, including a Sauvignon Blanc from New Zealand.

Insider's Tip: Fresh, local ingredients are used to craft healthy sandwiches for a locavore twist that goes beyond the regional wines.

(Some tasting rooms are as close as a half hour from Seattle.) Most of the wines poured in the bar are from Washington, including Chateau Ste. Michelle, Columbia Crest, Hogue Cellars, and 14 Hands Winery. Pair your pick with seafood dishes like shrimp and Dungeness crab Louie, or a seafood sampler plate.

Insider's Tip: Riesling is the hottest wine in Washington right now and it would be a crime not to sip one here; there are two on the wine list, Townshend and Waterbrook.

There are around 30 selections, from cult winery Caymus Vineyards in Napa Valley to more affordable offerings. At the Charlotte airport location, find eight wines produced in the state of North Carolina, another up-and-coming wine region, and a shiny, sleek self-serve wine-dispensing machine. You can eat and drink here, with a full food menu that includes starters (ceviche and an artisan-cheese plate) as well as bigger portions (tartine open-faced sandwiches, salads, and even a breakfast menu if you're jet-lagged or fresh off an overnight flight). All locations feature comfy seating (read: no barstools, more like armchairs).
