Farm Succession Planning Series

Family farmers can get tips from Purdue University specialists on business communication and dealing with accounting and legal issues during a succession planning program offered at 10 sites in Indiana.

?Cultivating Strong Indiana Farm Family Relationships for Today and Tomorrow? will be offered in early 2013. The program is presented by Purdue?s Women in Agriculture and Farm Succession Planning teams in partnership with the North Central Risk Management Education Center.

Kelly Heckaman, Purdue Extension educator in Kosciusko County, said Indiana farmers and farm wives have asked educators for advice on handling their family businesses.

?In order to get estate planning started in families, they need to be able to communicate about it. And it?s an emotional topic, so it can be hard to get those conversations started,? Heckaman said. ?The workshops will give families ideas on improving their conversations and skills to help them work through their problems and keep their families intact.?

Heckaman said the program is a collaboration between Extension and local communities, as organizers will invite local accountants and attorneys to speak on financial strategies.?

The first-session agenda topics are: ?A Great Year to Farm: New Farmer Financial Skills,? ?The Team Approach: Working Together Through Transition? and ?Communicating for Success.?

The second session?s lineup is ?Business Structure and Taxes,? ?The Truth about Pre- and Post-Nuptial Agreements? and ?Managing Conflict.?

Registration is $50 for individuals or $100 for families up to four members. Locally, the program will be offered at the Vanderburgh Co. 4-H Fairgrounds, 201 E. Boonville New Harmony Road, Evansville, on February 19 and 26, from 8:00 AM-12:00 PM CST.?

Perry-Spencer Crop Day

The annual Perry-Spencer Crop Day program will be held Thursday, February 21 at 6:00 PM CST at the Fulda Sportsman Club. The program will feature Dr. Chuck Mansfield, Purdue Extension Agronomist, speaking on ?Wheat Nutrient Management and Drought Effects on Soil Nitrogen?. The program will also feature an update on new fertilizer application regulations affecting farmers.?

The cost to attend is $5.00 per person, including the meal, and is payable at the door; however pre-registration is requested by February 14. PARP and CCH credit is available for an additional $10 fee. Two CCH credits will be available in categories 1, 14, and RT.?

Ala. gunman holed up in bunker with young boy

MIDLAND CITY, Alabama (Reuters) - The gunman suspected of fatally shooting an Alabama school bus driver before holing up in an underground bunker with a young child is a Vietnam veteran with anti-government views, authorities and an organization that tracks hate groups said on Wednesday.

Law enforcement officials from multiple agencies were bivouacked near the bunker in Midland City but offered few details about an overnight standoff with the shooter that stretched into Wednesday evening.

Authorities said driver Charles Albert Poland Jr., 66, was killed after the gunman boarded a bus ferrying more than 20 children home from school on Tuesday.

The suspect demanded the driver let a student off the bus, Alabama media reported. When Poland refused, the man boarded the bus and shot the driver before taking a 6-year-old kindergarten student and fleeing the scene.

On Wednesday, the gunman remained holed up with the boy in the underground bunker on his property down a dirt road. Dale County Coroner Woodrow Hilboldt said the man and child were barricaded in "some kind of a tornado bunker."

The shooting comes as national debate rages over gun violence, especially in schools, after a gunman shot dead 20 students and six staff members at a Connecticut elementary school last month.

Schools in the area of the Alabama shooting were closed on Wednesday and will remain shuttered for the rest of the week.

Dale County Superintendent Donny Bynum lauded Poland as "a hero...who gave his life to protect 21 students who are now home safely with their families."

The superintendent's assistant said the young boy still being held by the gunman appeared to have been chosen at random.

"Emotions are high, and it's a struggle for us all to make sense of something so senseless, but let us keep this young student, his family and Mr. Poland's family in our thoughts and prayers," Bynum said in a statement.

Reuters could not independently verify the gunman's identity. The Southern Poverty Law Center reported on its Hatewatch blog that a chief investigator with the Dale County Sheriff's Office identified the gunman as 65-year-old Jimmy Lee Dykes.

Investigator Tim Byrd said Dykes' friends and neighbors described him as a "survivalist" who did not trust the government, according to the law center blog.

"He was standoffish, didn't socialize or have any contact with anybody," Byrd told Hatewatch.

Dykes had not been on the law center's radar before the shooting and standoff, and there was nothing to suggest he was a member of any hate group, said senior fellow Mark Potok.

"What it looks like is that he's some kind of anti-government radical and survivalist," Potok told Reuters. "And exactly what that means, we don't know."

Court records show Dykes had been due to appear for a bench trial on Wednesday following his arrest last month on a menacing charge.

James Edward Davis told CNN the arrest stemmed from an altercation he had with Dykes that ended with Dykes allegedly firing two gunshots from a pistol, as Davis sped off in his car.

"He fired the gun twice," said Davis, adding that he had a child inside the vehicle when the shooting occurred.

Neighbors told the Dothan Eagle newspaper they also had seen Dykes walk around his yard late at night with a shotgun and flashlight. Ronda Wilbur, who lives across the street from Dykes, said he once beat her family dog with a lead pipe. The dog later died from his injuries, she said.

(AP) ? Chris Cuomo is leaving ABC News to host a new morning show at CNN, where new boss Jeff Zucker is moving fast to try to turn around the cable news pioneer that has fallen on hard times.

Network managing editor Mark Whitaker announced he was quitting Tuesday, officially Zucker's seventh day on the job as CNN Worldwide president. Longtime political consultants and commentators James Carville and Mary Matalin also are leaving.

Cuomo is expected to be paired with current evening anchor Erin Burnett in the mornings. CNN said Tuesday it was discussing other job options with Soledad O'Brien, who will be ending her second stint as morning show co-host.

"Chris is an accomplished anchor who is already an established name in morning television," Zucker said. "What I love about Chris is that he is passionate about every story he tells, never forgets about the viewer and represents the type of journalism that makes CNN great."

In addition to the broadcast morning shows, CNN is competing with two distinctive cable news morning programs in Fox News Channel's "Fox & Friends" and MSNBC's "Morning Joe."

Zucker was the "Today" show executive producer as the show began dominating morning television in the mid-1990s, before moving up in the NBC executive suite, and he is expected to work closely in developing the new morning show. He was largely responsible for Matt Lauer and Meredith Vieira getting their jobs at "Today."

Cuomo, the "20/20" co-anchor, is the second big defection from ABC to CNN in a little more than a month, the other being Jake Tapper.

Both men found their paths to higher-profile jobs at ABC blocked. Cuomo, who was news anchor at "Good Morning America" from 2006 to 2009, was passed over for George Stephanopoulos as co-host of that show while Tapper twice didn't get a shot at the anchor job on "This Week," first when Stephanopoulos left and then when he returned to the Sunday show.

Both Cuomo and Tapper will have their own daily programs on CNN, which generally runs third in the ratings behind Fox and MSNBC but improves during big news events.

Cuomo wasn't made available for comment. He said in a statement that "this is a fantastic opportunity to do what I value the most and hopefully to do the work that I do best."

CNN was scooped on the announcement of Cuomo's hiring by the newsman's older brother, New York Gov. Andrew Cuomo, who mentioned it during a radio interview Tuesday morning.

ABC News moved quickly to replace Cuomo, appointing correspondent David Muir as Elizabeth Vargas' new co-host on the prime-time newsmagazine.

Whitaker came to CNN in 2011 as senior vice president and managing editor and tried to expand CNN's programming, opening a film division and hiring Morgan Spurlock and Anthony Bourdain for weekend shows that haven't started yet.

With Zucker and "his own forceful ideas" about CNN's direction and programming options, Whitaker said the new chief deserved a chance to build his own management team.

The Cajun commentator Carville, a former Bill Clinton political aide, has delivered opinions on CNN since 2002. His wife, Mary Matalin, came on at the end of the Bush administration in 2009.

Earlier this month was the birthday of Aldo Leopold, author of A Sand County Almanac. He was a conservationist and the book is a classic. Radio personality Arthur Godfrey mentioned the book to me in the early 1970s. I read it and it is a very lovely work.

Mayor: New Orleans deserves Super Bowl spotlight

NEW ORLEANS (AP) ? A 20-story-high mural of the Lombardi Trophy, affixed to the glass exterior of a bustling hotel that was once a shattered symbol of Hurricane Katrina's devastation, rises like a beacon above the expansive white roof of the Superdome.

The Super Bowl is back in the Big Easy, finally, after 11 years, giving New Orleans a spotlight of global proportion to showcase how far it has come since Katrina left the city on its knees and under water in August of 2005.

"The story is much, much bigger than the Super Bowl," Mayor Mitch Landrieu said Monday afternoon. "This is a story about the resurrection and redemption of a great American city.

"The Super Bowl gives us an opportunity to reflect on where we've been and where we're going."

From 1970 to 2002, New Orleans was a regular host of the Super Bowl and hopes to become one again. This Sunday, when the Baltimore Ravens meet the San Francisco 49ers in the Superdome, the Crescent City will host the NFL's marquee game for the 10th time, tying Miami for the most of any city. If all goes well, it hopes to get back in the rotation.

Jay Cicero, president of the Greater New Orleans Sports Foundation, said his group will ask the NFL for permission to put together a bid for the 2018 Super Bowl, coinciding with the city's celebration of its 300th anniversary.

It is that history, which produced a colorful culture driven by a mix of European, Caribbean and African influences, that makes New Orleans such an attractive Super Bowl city, noted political consultant James Carville said.

"This is not just a city. This is a culture," said Carville, who lives in New Orleans and serves as the co-chairman of the Super Bowl host committee with his wife and fellow political pundit, Mary Matalin. "We have our own food, our own music, our own social structure, our own architecture, our own body of literature. By God, we have our own funerals."

Carville pointed out that Dallas spent about $38 million to host a Super Bowl two seasons ago, that Indianapolis spent about $25 million a year ago, and that New Orleans spent about $13 million.

"I wish that I could tell you that it's because we're just so much more efficient," Carville said. "The truth of the matter is we don't have to create anything in New Orleans. It's here. It's been here for 294 years. We just have to take what we have, shine it up a little bit, add a little something here and there ? but 294 years of history and culture stand on its own."

Of course, Carville was not counting the billions of dollars spent in the past seven-plus years to rebuild New Orleans since Katrina pushed tidal surges through crumbling levees and flooded 80 percent of the city.

Extensive renovations to the Superdome, done in several phases during six years, ran about $336 million, transforming the stadium to a facility better equipped to host a Super Bowl than it was back in 2002. The lower bowl has all new seats, wider concourses and more concession areas, not to mention exclusive "bunker" clubs for those who pay top dollar. There are four high-end club lounges around the second deck which did not exist before the storm. The smaller suites ringing the stadium have all been remodeled and more have been added to total 152.

The faded gray siding that lined the stadium when the Super Bowl was last played there has been replaced. The dents from flying storm debris are gone and it has been restored to its original, glistening champagne color, which serves as the canvass for nightly light shows. The roof was completely rebuilt and there is now a public plaza called Champions Square adjacent to the dome, where part of a shopping mall used to be.

The Louis Armstrong International Airport has undergone $350 million in upgrades, with work going on right up until this month.

Streets throughout much of the city, including downtown and the French Quarter, have been repaved.

A new streetcar line, which opened on Monday morning, can shuttle people from the city's main train and bus station a few blocks from the Superdome to Canal Street, where downtown meets the French Quarter.

There are more restaurants in the metro area than before Katrina. Hotels throughout downtown have been renovated and some new ones have gone up, adding more than 4,000 more rooms than there were in 2005.

The 1,200-room Hyatt Hotel, with the signature giant Lombardi Trophy mural,, finally reopened a little more than a year ago after a $275 million renovation. During Katrina, hundreds of its windows blew out, leaving shredded curtains flapping in the wind. Now it is home to new restaurants and rebuilt convention space.

"The city looks great," said Jerry Romig, the Saints' 83-year-old public address announcer, a lifelong New Orleans resident who has been involved in some capacity in the previous nine Super Bowls. "It's never looked better."

He also takes issue with the idea that sympathy for New Orleans' suffering played a role in NFL owners awarding the city this Super Bowl.

"The New Orleanean's attitude is they would be very upset if the NFL was going to throw you a bone because you went through a hard time," Romig said. "The New Orleanean would think, 'We should get this game every year because we're the best place for it.' ... We've got everything that's necessary to make it a success and that's being shown better this year than past years."

Pockets of the city still bear obvious scars from Hurricane Katrina, most notably in eastern and low-lying portions of the city ? like the lower Ninth Ward ? were many homes were wiped out and many residents were too poor to rebuild.

So-called "Katrina tours" are still offered, with vans carting the curious to areas where they can see the remnants of the devastation ? abandoned, crumbling homes and schools, and streets overgrown with weeds and brush.

When the city was bidding for the 2013 Super Bowl, it floated the idea of a Super Saturday of Service, whereby volunteers could undertake community projects to improve the city. This Saturday, restoration work will be done on five properties run by the New Orleans Recreational Department, including a high school football field where the Archie Manning's sons once played. After Sunday, the field will be the new home of the turf used in the Super Bowl.

Despite the community's ongoing needs, New Orleans has proved repeatedly in recent years that the heart of the city can successfully stage major national events. It hosted college football's BCS national championships in 2008 and 2012, an NBA All-Star game in 2008 and an NCAA men's Final Four in 2012.

Yet given how New Orleans was once a regular Super Bowl city, the return of the NFL's biggest game carries more symbolic weight than any single event since the storm.

"This is just another huge example of how the people of this city, who were 15 feet under water, are now on top of the world," Landrieu said.

Shocker: People are uploading porn to Vine

Earlier this week Twitter launched their new, concise video service, Vine. And, just like we predicted -- surprise, surprise -- some people have been using it for porn ads and penis shots. This is cause for comment not only because of the content itself, but because a short time ago Apple removed the 500px app due to what they claimed was "pornographic" content (rather than artistic nudity).

Almost any app that allows user generated content, be it images, videos, or even audio or plain text, runs the risk of adult material being posted. That includes Facebook and Twitter, 500px and Vine. Almost any app that accesses the unfettered web runs the risk of such material being found, intentionally or unintentionally. That includes Apple's own, built-in Safari.

Apple maintains two different developer paths -- the App Store for highly curated, family friendly content, and web apps for anything goes. Playboy, for example, made a web app for the iPad. Problems arise, however, when the line is blurred between the two -- when App Store apps pull web content.

The App Store is run by humans, and is subject to the whims and vagaries that come with human curation. That's both strength and a weakness, a blessing and a curse.

The world is not a safe or sterile place. In the wild, you'll come across all manner of beauty and terror, natural and animal. The web is no different. Sometimes we'll discover stuff that delights us, sometimes repulses us. We can never be protected completely from either. Even bubbles break.

From the start, Apple has said they'd get the App Store wrong, and come across things they didn't anticipate, but that they'd learn and grow. This particular problem has been around for years, but as social sharing has become easier, it's come to the surface again.

The App Store is Apple's store, so they'll have to figure out a way to deal with it.

I say slap the same mature content warning on social sharing that they slap on full blown web access. It's scary, and it's not ideal, but it's pragmatic given the system as it stands.

The man who was awarded the first software patent says that he thinks the field is now ?a big mess? ? but that he ?hopes it will get straightened out in time?.

Martin Goetz, 83, was awarded the first patent on a piece of software in April 1968, for a method of sorting data. As US Patent No.3,380,029 it marked a watershed that would eventually lead to the rise of Microsoft, and then to the ?smartphone patent wars? that have been fought out between Apple, Samsung, Motorola, Microsoft, HTC and Google.

But he thinks that Amazon?s patent on its ?1-Click? product is absurd, and that Apple?s on the ?pinch and zoom? for pictures is questionable.

Computerworld ? then a newspaper ? greeted the news of his patent award in 1968 with the front-page headline ?First Patent Is Issued For Software, Full Implications Are Not Yet Known?.

Goetz was working for a company called Applied Data Research, in an era when mainframes were the only computers around. As he explains in a short film about inventors, made by David Friedman for PBS Digital Studios, IBM ? the dominant force in computing ? was making profits on the hardware but giving the software that went with them away for free.

?Back in the 1960s, IBM and other computer companies were giving away their software when they sold their computer. We were trying to sell out software, but selling against free software is very difficult. That?s the reason I tried to get a patent.

?IBM had a sorting system they were giving away free and I didn?t want them to copy that method and also distribute it by giving it away for free.?

Goetz couldn?t have applied copyright law, because that wouldn?t have protected the specific method he had invented ? only the code he had written to achieve the sorting. But in 1964 he had been to a conference on software intellectual property issues, which persuaded him that a patent could be awarded for a piece of software. The key element for a patent is that it should have an ?inventive step? compared to existing methods for carrying something out. But all previous patents had been for physical products ? not for an abstract system of doing things to a generalised machine.

?So I applied for a patent. And fortunately I did get a patent.? Filed on 8 April 1965, the patent was granted on 28 April 1968.

Since then software patents have become enormously valuable ? used by companies (including IBM) to squeeze rivals. Earlier this week it was revealed that Apple?s Steve Jobs threatened to start a patent war against Palm unless it agreed to a deal whereby it wouldn?t try to hire staff away from his company. Palm?s chief executive, Ed Colligan, rebuffed Jobs and pointed out that the idea was illegal.

More recently Apple was awarded $1.05bn in damages by a US jury over infringements by Samsung on a number of patents relating to smartphones and tablets.

Goetz though is unrepentant, and has been an advocate of software patents.

He also says that with his help, ADR helped to create the independent software industry by going to the US Department of Justice, which at the time was looking at antitrust action against IBM. ?I and several others who were selling programs against free software [from computer makers] thought it was unlawful. ADR pushed for IBM to unbundle their software; that was the start of the software industry. It was also the start of people and companies applying for patents for their software inventions.

But he acknowledges that the whole field has become ?very controversial?. He thinks that Amazon?s One-Click patent ? valid in the US but repeatedly turned down in the European Union ? ?should never have been awarded?, and that Apple?s pinch-and-zoom patent for enlarging or shrinking content displayed on its iOS devices is ?questionable? on the basis that it might be thought ?obvious?.

?It?s a little bit of a mess,? Goetz says, with grand understatement. ?Hopefully it will get straightened out over time.?

North Korea threatens war with South over U.N. sanctions

SEOUL (Reuters) - North Korea threatened to attack rival South Korea if Seoul joined a new round of tightened U.N. sanctions, as Washington unveiled more of its own economic restrictions following Pyongyang's rocket launch last month.

In a third straight day of fiery rhetoric, the North directed its verbal onslaught at its neighbor on Friday, saying: "'Sanctions' mean a war and a declaration of war against us."

The reclusive North this week declared a boycott of all dialogue aimed at ending its nuclear program and vowed to conduct more rocket and nuclear tests after the U.N. Security Council censured it for a December long-range missile launch.

"If the puppet group of traitors takes a direct part in the U.N. 'sanctions,' the DPRK will take strong physical counter-measures against it," the North's Committee for the Peaceful Reunification of Korea said, referring to the South.

The committee is the North's front for dealings with the South. The North's official name is the Democratic People's Republic of Korea (DPRK).

Speaking in Beijing, U.S. Special Representative for North Korea Policy Glyn Davies said he found North Korea's rhetoric "troubling and counterproductive," and that he and his Chinese counterparts had agreed a new nuclear test would be harmful.

"We will judge North Korea by its actions, not its words. These types of inflammatory statements by North Korea do nothing to contribute to peace and stability on the peninsula," he said.

"What North Korea has done through its actions, in particular through the launch on December 12 of a rocket in contravention of Security Council resolutions, is they have made it that much more difficult to contemplate getting back to a diplomatic process."

In Washington, State Department spokeswoman Victoria Nuland urged North Korea's young leader Kim Jong-un to choose a different path, rather than "continue to waste what little money the country has on missile technologies and things while his people go hungry."

The U.N. Security Council unanimously condemned North Korea's December rocket launch on Tuesday and expanded existing U.N. sanctions.

On Thursday, the United States slapped economic sanctions on two North Korean bank officials and a Hong Kong trading company that it accused of supporting Pyongyang's proliferation of weapons of mass destruction.

The company, Leader (Hong Kong) International Trading Ltd, was separately blacklisted by the United Nations on Wednesday.

Seoul has said it will look at whether there are any further sanctions that it can implement alongside the United States, but said the focus for now is to follow Security Council resolutions.

The resolution said the council "deplores the violations" by North Korea of its previous resolutions, which banned Pyongyang from conducting further ballistic missile and nuclear tests and from importing materials and technology for those programs. It does not impose new sanctions on Pyongyang.

The United States had wanted to punish North Korea for the rocket launch with a Security Council resolution that imposed entirely new sanctions against Pyongyang, but Beijing rejected that option. China agreed to U.N. sanctions against Pyongyang after North Korea's 2006 and 2009 nuclear tests.

Nuland declined to speculate whether the United States thinks the U.N. steps would change North Korea's behavior.

"What's been important to us is strong unity among the six-party talks countries; strong unity in the region about a positive course forward; and the fact that there will be consequences if they keep making bad choices," she said.

Long-dormant six-nation talks brought together the United States, China, Russia, Japan and the two Koreas in negotiations to try to induce Pyongyang to abandon its nuclear arms quest in exchange for economic aid and diplomatic normalization.

NUCLEAR TEST WORRY

North Korea's rhetoric this week amounted to some of the angriest outbursts against the outside world coming under the leadership of Kim Jong-un, who took over after the death of his father Kim Jong-il in late 2011.

On Thursday, the North said it would carry out further rocket launches and a nuclear test, directing its ire at the United States, a country it called its "sworn enemy".

U.S. Defense Secretary Leon Panetta said the comments were worrying.

"We are very concerned with North Korea's continuing provocative behavior," he said at a Pentagon news conference.

"We are fully prepared ... to deal with any kind of provocation from the North Koreans. But I hope in the end that they determine that it is better to make a choice to become part of the international family."

North Korea is not believed to have the technology to deliver a nuclear warhead capable of hitting the continental United States, although its December launch showed it had the capacity to deliver a rocket that could travel 10,000 km (6,200 miles), potentially putting San Francisco in range, according to an intelligence assessment by South Korea.

South Korea and others who have been closely observing activities at the North's known nuclear test grounds believe Pyongyang is technically ready to go ahead with its third atomic test and awaiting the political decision of its leader.

The North's committee also declared on Friday that a landmark agreement it signed with the South in 1992 on eliminating nuclear weapons from the Korean peninsula was invalid, repeating its long-standing accusation that Seoul was colluding with Washington.

The foreign ministry of China, the North's sole remaining major diplomatic and economic benefactor, repeated its call for calm on the Korean peninsula at its daily briefing earlier on Friday.

"The current situation on the Korea peninsula is complicated and sensitive," spokesman Hong Lei said.

"We hope all relevant parties can see the big picture, maintain calm and restraint, further maintain contact and dialogue, and improve relations, while not taking actions to further complicate and escalate the situation," Hong said.

But unusually prickly comments in Chinese state media on Friday hinted at Beijing's exasperation.

"It seems that North Korea does not appreciate China's efforts," said the Global Times in an editorial, a sister publication of the official People's Daily.

"Just let North Korea be 'angry' ... China hopes for a stable peninsula, but it's not the end of the world if there's trouble there. This should be the baseline of China's position."

RRSP vs. TFSA: Which is Better? | Redwood Capital

When you are planning investments within your Registered Retirement Savings Plan (RRSP) this year, as well as completing any contributions that will help reduce your 2012 tax liability, don?t forget your Tax Free Savings Account (TFSA).

You have until March 1 to add to your 2012 tax-deductible RRSP contribution. The maximum allowable contribution is $22,970 for 2012. So while you are at it, you may want to start your 2013 contributions, which are limited to $23,820. Remember you can carry forward unused RRSP contributions for the years 1991-2012, so your 2012 deduction limit may be more than $22,970.

In the meantime, you?ll want to decide what to contribute to your Tax-Free Savings Account (TFSA). The annual TFSA contribution has risen for the first time this year to $5,500 from $5,000, reflecting an increased rate of inflation. And you can use any accumulated unused contribution room. So, if you have not yet contributed and were 18 years of age or older in 2009 when the accounts began, the total accumulated amount that can be put into one of these accounts is now $25,500.

Contributions to TFSAs are?made with after-tax dollars, so there are no taxes on withdrawals or on capital gains, dividends or interest earned in the account.

Maximize Both Accounts

In the ideal retirement planning situation, you will have both plans and maximize their distinct advantages. You?ll want to talk to your accountant about how much to invest in each of these registered accounts as well as what investments you want to hold in them. It is particularly important to consult with your adviser to develop a realistic plan of action.

The TFSA has proved to be a popular way to save, but there is evidence that people view the vehicle more as a savings account than an investment account. About one in five households have a TFSA, but the investments have been conservative.

Yet the investment choices are broad and include stocks, bonds, mutual funds and higher-yielding short term deposits. In fact, you can generally hold the same qualified investments in a TFSA as in an RRSP, with the exception of non-arm?s length entities, including those where you are a ?specified shareholder? or have an interest of 10 per cent or more together with a non-arm?s length individual.

The Role of Tax Brackets and Withdrawals

The decision on whether to contribute to a TFSA or an RRSP is fundamentally a question of your current income and what you expect to have as income in the future. Here are three possible scenarios to illustrate what happens if you invest in the accounts over 20 years at compounded growth of 4% and annual RRSP contributions of $20,000.

Unchanged Tax Bracket of 40%: You assume you will be in the same bracket in 20 years when you retire. This year the $20,000 contribution would lower your income tax liability by $8,000. If you do not make that contribution, you would have $12,000 ($20,000 current savings minus $8,000 in tax for not getting the deduction) to invest in a TFSA.

After 20 years, the TFSA would be valued at $26,293 and the RRSP would be valued at $43,822. It seems the RRSP is the better choice, but because TFSA withdrawals are not taxed, the end result is equal. If you are still in the 40% bracket when you retire, withdrawals from the RRSP are taxed at that rate. If you withdraw $43,822 from the RRSP you owe $17,528 in taxes. The net amount is equal to growth in the TFSA.

Tax Bracket drops to 20% from 40%: If your tax bracket is 20% when you retire in 20 years, here is what happens. Any withdrawal from your RRSP is subject to 20% tax. Withdrawing $43,822 from your RRSP would mean that the estimated tax would be $8,764 and the net amount of $35,058 would be higher than the TFSAs $26,293 balance. When your income tax rate is higher when you contribute to an RRSP and lower when you make withdrawals, that account is the better option.

Tax Bracket rises to 40% from 20%: In this third scenario, for the current year, the $20,000 contribution would reduce your income tax liability by $4,000. If you don?t contribute to an RRSP, you would have $16,000 ($20,000 current savings minus the $4,000 lost tax deduction for not making the RRSP contribution.

Strong Unilever earnings fuel gains in UK shares

* FTSE 100 index adds 0.1 percent, stalls at 6,200 level

* Unilever hits all-time peak after full-year results

* Takeover chatter fuels gain in United Utilities

* TUI Travel drops as German parent dashes takeover hopes

LONDON, Jan 23 (Reuters) - Strong earnings from household

goods firm Unilever drove gains in Britain's top share index on

Wednesday, with the numbers boding well for the nascent

full-year results season.

Unilever shares jumped to a record high, alone

providing almost 3 points of the FTSE 100 index's gains with a

2.3 percent rise in strong early volume of almost half its

90-day daily average in the first hour of trade.

The global consumer goods company earlier reported

underlying sales growth of 6.9 percent or 2012, beating

forecasts of 6.5 percent, propelled by double-digit growth in

emerging markets.

"Unilever looks to have moved from a recovery play to a core

portfolio holding. Exposure to the Emerging Markets remains

enticing, cashflow and the resulting dividend payment still

attractive, while its defensive attributes continue to appeal,"

Keith Bowman, Equity Analyst at Hargreaves Lansdown Stockbrokers

said.

At 0916 GMT, the FTSE 100 index was up 7.85 points,

or 0.1 percent, at 6,187.02 points, having reached a 2013 peak

at 6,199.59 in early deals. The blue chip index closed flat on

Tuesday, weighed by falls in financials and mining stocks.

"Investors have banished thoughts of an imminent correction

and are back out in force this morning thanks to more positive

results," Mike McCudden, Head of Derivatives at stockbroker

Interactive Investor said.

"Furthermore, with strong signals that we will see a bill

from the U.S. House of Representatives granting a four month

extension to the debt deadline, investors are happy to ride the

current wave of confidence for a while longer."

Republican leaders in the House signalled on Wednesday that

they would aim to pass a bill to extend the U.S. debt limit. The

White House said this would remove uncertainty about the issue.

The Standard & Poor's 500 index rose to a fresh

five-year closing high on Wall Street on Tuesday on the debt

ceiling news, also supported by some positive earnings reports.

Back in London, BHP Billiton also lent strength to

the blue chips, up 1.1 percent and providing around 2 points of

the FTSE's gains.

The global miner boosted its iron ore output by 3 percent in

the December quarter, as it races to supply more of the raw

material to Chinese steelmakers despite signs of a softening

market.

BHP's advance lifted the heavyweight mining sector

, while energy stocks also found gains

benefitting from a firmer crude price as well as some

underlying takeover talks.

BG Group extended Tuesday's gains, up 0.3 percent

amid rehashed speculation that BP was running the

slide-rule over the company, according to a Daily Mail report.

The Independent newspaper also picked up on the renewed bid

rumours and said BP, Royal Dutch Shell and Exxon Mobil

have all been thrown up as possible bargain hunters for

BG, together with buyers who may emerge from China.

BP was up 0.3 percent, and Royal Dutch shares were flat.

Among other takeover chatter, United Utilities added

1.7 percent, the most traded FTSE 100 stock reaching its 90-day

daily volume average in the first-hour of trade, on speculation

that a consortium of infrastructure funds were lining up a bid

of between 8 and 10 billion pounds for the multi-utility,

according to the Daily Telegraph market report.

The Financial Times however, pointed out that non-executive

director Sara Weller bought shares in United Utilities on

Tuesday, suggesting there is no real foundation to recent bid

gossip.

And a touch of takeover hopes knocked TUI Travel

shares 4.8percent lower, with its parent, German travel and

ourism group TUI AG saying it has no intention of

making an offer for the majority-owned British unit.

Among other FTSE 100 fallers, ex-dividend factors clipped

1.97 points off the index, with contractor caterer Compass Group

and utility Scottish & Southern Energy both

trading without entitlement to their latest payouts.
